Ying Lun (Donald) Chan is a postgraduate student at Murdoch University, pursuing a Master of Human Resource Management with a focus on Strategic HRM and public sector transformation. Originally from Hong Kong, he previously worked in the Hong Kong SAR Government and the Legislative Council Commission, gaining hands-on experience in records governance, operational improvement, and community service delivery. These roles strengthened his interest in how institutional design, performance and reward systems, and organisational behaviour shape accountability and service quality.

His current research examines how performance and reward management reform can enhance efficiency, reinforce meritocracy, and rebuild trust in Hong Kong’s public sector. By integrating comparative insights from Australia and Hong Kong, Ying Lun (Donald) aims to strengthen the design of governance frameworks that prioritise transparency, clearly articulated performance expectations, and outcome-based accountability mechanisms, enabling public institutions to demonstrate effectiveness, reinforce meritocracy, and enhance public trust. He is committed to advancing HRM as a strategic tool for long-term institutional resilience and improved public service quality.
